Chilled-water systems are used for larger applications for central air conditioning because of the ease with which chilled water can be circulated in the system. If refrigerant were piped to all floors of a multistory building, there would be too many possibilities for leaks to occur, in addition to the expense of the refrigerant to charge the system.
